Former Senegalese minister and UN diplomat Abdoulaye Bathily was appointed recently as the new UN special envoy for Libya after the Security Council gave its approval. www.trendsnafrica.com reported about the possibility of appointing Abdoulaye Bathily a few days ago. It may be recalled that the last U.N. special representative, Jan Kubis, resigned last November after 10 months on the job because of the escalating tension and non-holding of the promised elections.
The new special envoy has an uphill task as tensions between rival factions in Libya vying for power are mounting. U.N. political chief Rosemary DiCarlo flagged the consequences of the failure to resolve Libya’s political crisis and hold delayed elections. The recent violent clashes that killed at least 42 people and injured 159 others in Tripoli were also a great concern.

The current stalemate grew out of the failure to hold elections in December. Coupled with this, Prime Minister Abdul Hamid Dbeibah, who led the transitional government, refused to step down. As a retaliatory step, the country’s east-based parliament appointed a rival prime minister, Fathy Bashagha, who is trying to form his government in Tripoli.
