With the aim of improving teacher competence and student retention, Rwanda and the World Bank have signed an additional financing agreement worth $129 million. Rolande Pryce, World Bank country manager, Rwanda stated that the additional financing gives continuity to the World Bank’s support for the Government of Rwanda’s Vision 2050 agenda and is designed to reverse the learning losses during the Covid-19 pandemic. The funds will be invested in the provision of innovative audio-visual programs and learning materials to primary school.

The funds under the Quality Basic Education for Human Capital Development (QBE) project, include a $50 million credit, a $50 million grant and co-financing of a US  $29.062 million grant from the Global Partnership for Education (GPE). The initiative has proved to be effective in improving access to schools, teaching and learning conditions.

A steering committee that met to monitor the progress of the initiative found that out of the 22,505 classrooms built, a total of 11,004 units were financed under the project. The initiative also helped in getting an estimated 2.07 million children to school within 2 kilometres home radius. As a result, student to class ratio at the primary level went from 73 in 2019 to 49 of 2021.It also helped in generating 100,000 labour jobs.
