Victoria Falls, one of the top tourist attractions in Zimbabwe, earned world heritage site status in 1989. But it faces the risk of losing its status if the country implements its plan to develop a golf course, lodges and a hydroelectric dam near Victoria Falls. It is also feared that it will disrupt the established elephant corridor.

A UNESCO team that visited the site reported that the use of precise boundaries was inconsistent with the UNESCO norms. It stated that the property is protected under the National Heritage Conservation Act (1998) and the Zambia Wildlife Act on the Zambia part and the Zimbabwe Parks and Wildlife Act Cap. 20. 14 of 2008 (revised) on the Zimbabwean side that provides for legal protection of the resources within the property. Any violation of the rules may endanger the special status of the region. Zimbabwean government had announced plans to lure investors by developing infrastructure and achieving city status with a five-year strategic plan, starting in 2018. Zimbabwean government also identified land outside Victoria Falls for the new city.
