UN Security Council Adopts Flexible Arrangement for Financing Peace Operations

The Security Council unanimously adopted a resolution on the financing of the African Union-led peace support operations (AUPSOs). The Resolution, known as Resolution 2719(2023) was authored by the A3 group made up of Gabon, Ghana, and Mozambique

The Security Council unanimously adopted a resolution on the financing of the African Union-led peace support operations (AUPSOs). The Resolution, known as Resolution 2719(2023) was authored by the A3 group made up of Gabon, Ghana, and Mozambique.

Peace, security, and stability have been key objectives of the AU, as part of efforts to facilitate the regional integration agenda. However, such initiatives are hit by inadequate resources to support and sustain these operations.

Addressing the Council in New York, Ambassador of Mozambique Pedro Comissário Afonso said that the framework resolution adopted addressed the concerns of Africa that have been pending for many years. The main concerns he flagged included conflicts, insurgency, progressive Africanization of terrorism, and the proliferation of extremist armed groups.

The AU chairperson Moussa Faki Mahamat hailed the historic development and said it signified the growing partnership between the African Union and the UN.

The new framework resolution contains many factors that make it flexible and facilitate AU-mandated peace operations faster and quicker. The financing of AU-mandated PSO is the responsibility of the AU and funding shall be met by sourcing from other AU partners.
