UN envoy to form a panel to hold elections in Libya

UN envoy for Libya, Abdoulaye Bathily, announced recently the launch of an initiative for the organization of presidential and legislative elections in the country this year, which, if it happens, will be a major breakthrough

UN envoy for Libya, Abdoulaye Bathily, announced recently the launch of an initiative for the organization of presidential and legislative elections in the country this year, which, if it happens, will be a major breakthrough.

The panel would be responsible for facilitating the adoption of a legal framework and a roadmap associated with a timetable for the holding of elections. The panel will also be working towards building a consensus around issues like free and fair elections and the adoption of a code of conduct for candidates. This mechanism would bring together all relevant Libyan actors, including representatives of political institutions, important political figures, tribal leaders, civil society organizations, security actors, women, and young people, the UN emissary said.

Libya has been passing through a traumatic phase since 2011 after the fall of Muammar Gaddafi’s regime. There are deep divisions between East and West, which have precipitated a major crisis because of foreign interference. Two rival governments are now vying for power.  One is based in Tripoli – and recognized by the UN and the other is in Sirte (center). The East and part of the South are controlled by Marshal Khalifa Haftar. A dual presidential and legislative ballot, originally scheduled for December 2021 to stabilize the country, has been postponed indefinitely.

There are still differences to be sorted out over the legal basis for the elections and the presence of controversial candidates. The UN emissary also supported the organization of the national reconciliation conference on Libya announced in mid-February by the African Union.
