UN Alerts Warring Groups in Sudan on Increase in Violence

The panel reported on violations of the arms embargo, violations of international humanitarian and human rights law, ethnically based recruitment by the warring parties, and complex financing schemes established by armed groups active in Darfur

The Chair of the Council’s Committee on Sudan, South Korean Ambassador Joonkook Hwang reported an increase in violence against civilians, particularly in west Darfur. He also reported violations of an arms embargo.

The panel reported on violations of the arms embargo, violations of international humanitarian and human rights law, ethnically based recruitment by the warring parties, and complex financing schemes established by armed groups active in Darfur. A combination of these factors, he said, had made lives of ordinary citizens difficult in Sudan.  Over 12,000 Sudanese are believed to have lost their lives since the war between the RSF and the Sudanese armed forces erupted in April last year.

Joonkook Hwang reiterated that whoever commits violations and other atrocities may be subject to targeted sanctions measures. This, he reiterated, would apply to parties and Member States who facilitate the transfers of arms and military materiel to Darfur in violation of the arms embargo. The sanctions also include asset freezes and travel bans on designated individuals.

In the meantime, Sudan’s envoy to the UN Security Council called for an end to the sanctions saying it would allow the Sudanese government to better protect its civilians in the war against the RSF. He urged Member States to name those responsible for arming the militias on the sanctions list, while Sudan will provide the Committee with names of some foreign persons who are involved in the provision of arms to the militias.

U.N. director of humanitarian operations, Edem Wosornu, told the Security Council that Sudan might become the world’s worst hunger crisis with 18 million people already facing acute food insecurity. She stressed the need for humanitarian aid complaining that the U.N. appeal for US$2.7 billion for Sudan was less than 5% funded — receiving just $131 million.
