The objective of the Second phase of Rwanda Urban Development Project (RUDP II) launched on May 5, is to provide basic infrastructures in Tier 2 cities. Apart from that, it will also examine issues like unplanned settlements and floods in the City of Kigali. The project was jointly launched by the Rwandan Ministry of Infrastructure, the World Bank, and other development partners in Kigali.
The second phase with an estimated cost of $175.45 million will be part financed by World Bank to the tune of $150 million. World Bank’s International Development Association (IDA) grant will cover 50 percent and the balance 50 percent through credit. The initiative will also be supported by GEF-7 Trust Fund with $8.07 million, the Climate Investment Funds with $2.38 million as well as the Government of Rwanda with $15 million.
Out of the $150 million financing from IDA, $68.93 will be earmarked for integrated urban planning for resilient, inclusive infrastructure delivery of Kigali. About $80.85 is allocated to secondary cities for improving infrastructure and service delivery in those cities.
Speaking at the launch of the initiative, Infrastructure Minister, Ernest Nsabimana said that the hilly terrains of the Kigali city lacked proper storm water management and several parts of the city were prone to floods. It is expected that the implementation of the project will help to fix the flooding problems in the six flood hotspots.

Experts are of the view that the project will have far- reaching social and economic implications contributing to ease of transport, cross border business, job creation, and so on.
