In November 2019, President Magufuli had revealed that his government was finalising negotiations with Rwanda to construct the SGR.

Addressing a news conference, Abbasi said that the construction of the SGR from Dar es Salaam to Morogoro covering about 200 kilometres is completed by 75 percent, while construction of the SGR from Morogoro to Makutopora in Dodoma has reached 28 per cent. He added that Tanzanians will be able to travel by electric trains this year The estimated expenditure on construction of the SGR is about $1.3 billion.

According to official sources, after completing the feasibility studies for the SGR linking Tanzania and Rwanda the countries are on the lookout for financiers of the project. Trade and Development Bank, a trade and development financial institution in Africa, said in November 2019 that it has approved a $1 billion soft loan to Tanzania for implementation of infrastructure projects, including the construction of the SGR.
