 Rwanda has initiated a pilot program for the Integrated Community-Led Monitoring (iCLM) Model, targeting HIV, tuberculosis (TB), and malaria. This collaborative effort between the Rwanda NGOs Forum on HIV/AIDS and Health Promotion, the Rwanda Biomedical Centre, and the Global Fund aims to empower communities to monitor and provide feedback on health service quality.

Despite progress—HIV prevalence at 2.6%, TB incidence at 56 cases per 100,000, and ongoing malaria challenges—there are still issues in reaching vulnerable populations and ensuring equitable healthcare access. The iCLM Model seeks to address these by engaging communities in identifying healthcare barriers and promoting accountability.

An orientation session in Kigali marked the pilot’s start in Gasabo District, where local teams will enhance community involvement in health monitoring. This initiative prioritizes confidentiality, ensuring that personal health information is protected, especially for key populations affected by these diseases.

According to a representative from RNGOF, this program is transformative for Rwanda’s health system, enabling affected individuals to influence health decisions. The pilot phase will provide critical data for broader implementation, aligning with Rwanda’s goal of eliminating HIV, TB, and malaria. Additionally, the iCLM system will comply with Rwanda’s data protection laws and will be presented at the Africa Health Agenda International Conference in March 2025, underscoring the importance of locally-led health solutions.
