The Republic of Rwanda and the Sultanate of Oman have established a Memorandum of Understanding (MoU) to bolster collaboration in information and communication technology (ICT) and the development of the digital economy.
Yves Iradukunda, Permanent Secretary of Rwanda’s Ministry of Communications, Information Technology, and Innovation (MINICT) and H.E. Dr. Ali bin Amer Al Shidhani, Undersecretary of the Ministry of Transport, Communications, and Information Technology (MTCIT) from Oman were the signatories of this MoU.
The agreement aims to promote cooperation and knowledge sharing in digitizing government services, advancing digital transformation, and implementing artificial intelligence (AI) applications.
Additionally, the MoU emphasizes the role of the private sector and systems integration in ICT and innovation. Key areas of focus include joint research on emerging technologies such as AI, blockchain, and the Internet of Things (IoT), as well as enhancing cybersecurity measures and developing the ICT sectors of both countries.

The MoU envisions empowering emerging tech companies and small and medium-sized enterprises (SMEs), improving expertise in data protection, and advancing initiatives related to personal data protection and the digital economy. Oman’s Vision 2040 aims to evolve Oman into a developed nation with a knowledge-based economy, fostering sustainable development and improving the quality of life for its citizens, which aligns with Rwanda’s own goals for technological advancement and economic growth.
