In a major development marking the deepening of bilateral relations, Rwanda and the Kingdom of Morocco signed a landmark military cooperation agreement on June 18, establishing a comprehensive framework aimed at enhancing military collaboration and fostering a broader strategic alliance between the two nations.
The signing ceremony coincided with the start of a three-day official working visit by Rwanda’s Minister of Defence, Juvenal Marizamunda, to Morocco. According to a statement issued by the Rwanda Defence Force (RDF), the agreement signals a shared commitment to regional stability, peace, and mutual development.
Minister Marizamunda is accompanied by a high-level delegation that includes Shakilla Umutoni, Rwanda’s Ambassador to the Kingdom of Morocco; Col David Mutayomba, Chief of Military Training and Education (J7); and Lt Col Angeline Kamanzi, Director of Analysis in Defence Intelligence.
The visit commenced with a solemn wreath-laying ceremony at the Mausoleum of Mohammed V, where the Rwandan delegation paid tribute to the legacy and visionary leadership of the father of Moroccan independence. This symbolic act underscored the respect and shared values between the two nations.
The first day of the visit featured an important bilateral meeting held at the Headquarters of the Administration of National Defence in Rabat. The Rwandan delegation met with their Moroccan counterparts, led by Abdeltif Loudyi, the Minister Delegate to the Head of Government in charge of the Administration of National Defence. Discussions during the meeting focused on strengthening military-to-military cooperation, knowledge exchange, joint training programs, and broader defence collaboration.
The newly signed agreement is expected to serve as a strategic platform for defence engagement, including the development of joint initiatives in military education, intelligence sharing, capacity building, and operational coordination. It also opens the door to future cooperation in peacekeeping operations and regional security efforts. According to the RDF, “this visit marks a significant milestone in Rwanda–Morocco defence relations and signals a shared commitment to peace, stability, and mutual development.”

The foundations for these strong bilateral ties were laid during King Mohammed VI’s historic visit to Rwanda in 2016, which led to the signing of multiple cooperation agreements across various sectors. Since then, both countries have continued to cultivate a multifaceted relationship grounded in mutual respect and shared ambitions.
This defence partnership is seen as a natural extension of the growing diplomatic and economic relations between the two nations and underscores their aligned vision for security and development in Africa.
