Libya’s head of the national unity government, Abdel Hamid al-Dbaiba, said that any constitutional basis for the elections must be put to a popular referendum. He stressed that the Libyans would never accept the return to military rule. Any soldier who wanted to rule the country first should take off his military uniform before entering elections, he said, taking a dig at the rival camp. Dbaiba was speaking at the second meeting of prisoners of war in 2011 in Misurata recently.
Dbaiba expressed his rejection of what he described as tweaking the election laws to the size of one person while stressing the need to agree on the constitution and for Libyans to vote on it on a constitutional basis.

The prime minister added that Libya has gone through a recovery phase for two years since he took over power and added that a lot of developments have happened in Libya as against the past. Al-Dbaiba expressed his willingness to give up his position if the election laws are agreed upon, and on a constitutional basis for the Libyans to vote on. The head of the national unity government affirmed that Libya was one and cannot be divided and said that people would be willing to sacrifice their lives for keeping the unity of the country.
