The National Petroleum Corporation of Namibia (NAMCOR) has signed a Memorandum of Understanding (MoU) with global offshore contractor Subsea7 to support the development of offshore infrastructure in Namibia’s emerging oil and gas sector.
This collaboration follows recent offshore discoveries and is aimed at promoting knowledge transfer, capacity building, and the development of a technically skilled local workforce.
NAMCOR stated that the partnership will foster innovation, improve safety standards, and contribute to the sustainable growth of the country’s energy industry. The agreement is also expected to enhance NAMCOR’s capabilities in handling complex subsea projects involving Subsea, Umbilicals, Risers, and Flowlines (SURF).
“Through this MoU, NAMCOR will leverage Subsea7’s global expertise and cutting-edge technologies to drive low-carbon, sustainable energy solutions,” the company noted.
Victoria Sibeya, Acting Managing Director of NAMCOR, hailed the agreement as a significant step toward realising Namibia’s energy ambitions. “These types of strategic partnerships are essential for creating industry synergies as we expand our young oil and gas sector,” she said. “We’re proud to play a leading role in shaping the future of energy in Namibia.”

Steve Tate, Subsea7’s Vice President of Pursuits for Namibia, echoed this sentiment, describing the MoU as a foundation for a lasting and impactful relationship. “This agreement represents a critical milestone in supporting Namibia’s offshore development goals and long-term energy vision,” he said.
The partnership is part of NAMCOR’s broader strategy to strengthen its upstream operations and ensure that Namibia not only attracts international investment but also builds the internal expertise required to manage and benefit from its natural resources.
