Morocco has announced a significant initiative to invest USD 1.25 billion in key highway infrastructure projects in preparation for the 2030 FIFA World Cup. Government representatives and the National Highway Company of Morocco (ADM) formalized this plan through the signing of two agreements in Rabat on Friday.
The investment will span from 2025 to 2032 and will focus on three primary projects: the Continental Rabat-Casablanca Highway, the Tit Mellil-Berrechid Highway, and the redesign of the Ain Harrouda and Sidi Maarouf junctions. These strategic initiatives aim to enhance access to the Grand Stadium of Casablanca, improve traffic flow on the heavily travelled Rabat-Casablanca corridor, and strengthen connectivity across the Casablanca region.
The Continental Rabat-Casablanca Highway is expected to require approximately USD 650 million. This 60-kilometer route will link the Rabat bypass from the Ain Atiq junction to the Casablanca bypass at Tit Mellil. Meanwhile, the Tit Mellil-Berrechid Highway will serve as a vital connection within Morocco’s expanding highway system, linking the eastern suburbs of Casablanca to the southern transportation corridor. This 30-kilometre stretch is designed to ease congestion on current routes while providing more direct access to the Grand Stadium, potentially reducing travel times by up to 40% for commuters and football fans during the World Cup.
The current intersections experience significant traffic bottlenecks during peak times, causing delays for travellers entering and leaving Casablanca. The redesign will feature multi-level interchanges, smart traffic management systems, and dedicated public transportation lanes. Planners anticipate these enhancements will boost traffic capacity by 60% at these critical points while improving safety for all road users, creating a modern gateway for visitors to Morocco’s economic capital.

To fund this ambitious project, the agreement includes plans to raise approximately USD 1.6 billion through what officials describe as an “innovative and responsible” approach. This funding will be used to compensate property owners impacted by land acquisitions needed for the Continental Rabat-Casablanca Highway, a crucial step before construction can commence.
ADM has stated that while the land acquisition process is underway, the company is also finalizing construction contracts for different segments of the project, demonstrating Morocco’s dedication to completing these vital infrastructure upgrades ahead of the 2030 FIFA World Cup.
