Morocco and Russia Deepen Customs Cooperation with Two Landmark Trade Agreements

Morocco and Russia have signed two significant agreements aimed at enhancing customs collaboration and streamlining trade procedures. The accords were concluded during the eighth session of the Russian-Moroccan Intergovernmental Joint Council on Economic, Scientific, and Technical Cooperation, held in Moscow on October 17, according to an announcement by the Russian Federal Customs Service (FTS).

The high-level meeting brought together senior representatives from both nations, including Alexander German, Deputy Director of the FTS. German emphasized that these new agreements are designed to increase the transparency, efficiency, and security of trade exchanges between Russia and Morocco.

The first agreement establishes a protocol for the mutual exchange of customs data and documentation related to the declared value of traded goods. Through this mechanism, both countries will be able to share customs declarations, commercial invoices, and transport documents upon official request. This process aims to verify trade data authenticity, reinforce customs controls, and prevent document fraud. According to the FTS, the initiative will “improve the reliability of trade flows and ensure higher data integrity between the two customs administrations.”

The second agreement centers on cooperation within the Eurasian Economic Union’s (EAEU) unified tariff preference system. This arrangement will allow Russian customs authorities to directly verify Moroccan certificates of origin through an electronic database maintained by Moroccan authorities. By integrating digital verification, the new system will eliminate the need for paper certificates, simplify customs procedures, and accelerate the clearance of Moroccan exports that qualify for preferential tariffs.

In addition to the signed agreements, both parties committed to expediting the mutual recognition of Authorized Economic Operators (AEOs)—a key step toward trusted trader status that reduces inspection delays and facilitates trade flows. They also agreed to hold the first session of the Russian-Moroccan Customs Working Group in Morocco in 2026, marking another milestone in the long-term institutional partnership between the two nations.

Together, these developments signal a significant deepening of Russian-Moroccan economic relations, strengthening bilateral trade infrastructure and promoting smoother, more secure cross-border commerce.
