Mauritius has been acclaimed as the most stable country in Africa, according to the latest Africa Country Instability Index released by SBM Intelligence.  Amid increasing regional risks, Mauritius stands as a beacon of stability, ranking as number one with the least risk among the 48 countries assessed.

The Africa Country Instability Index, which assesses risk and stability across 48 African nations, marked a climb in risk from 45.63% in 2024 to 47.46% in 2025. Despite this, Mauritius has maintained its position at the top, offering a model of governance, economic resilience, and investor confidence. The critical aspects underpinning Mauritius’ success: strong governance, adherence to the rule of law, protection of property rights, and a pro-business environment. This solid framework has bolstered Mauritius’ ability to weather global economic shocks, making it an attractive proposition for foreign investors.

Interestingly, the report highlights that South Africa remains in the ‘safe zone,’ with a score below 30, marking it as the ninth most stable country. This underscores Southern Africa’s role as the most stable region among the four assessed.

On the contrary, East Africa has witnessed a decline, becoming the region with the highest risk. This deterioration is attributed to various factors, including regional instability and governance challenges.

Despite the overall increase in regional instability, a silver lining emerges as 31 out of the 48 nations have shown improvements in managing risk. Mohabir stresses the importance of regulatory clarity, accelerating reforms in education, the digital economy, and green growth. By nurturing partnerships at both regional and global levels, he believes Africa can sustain momentum for ongoing reforms and progress cohesively.
