Malagasy authorities are aiming to expedite the country’s digital transformation, viewing it as a key component of the economy across all sectors, including healthcare. The government has officially initiated a hospital digitalization project, with the Ministry of Public Health and the Ministry of Digital Development, Posts, and Telecommunications (MDNPT) signing a partnership agreement. This initiative seeks to enhance governance and transparency in public hospitals while improving access to health services for the population.

According to a statement from the MDNPT, the project includes multiple phases, prioritizing the optimization of patient journeys and care, which directly affect the daily lives of the Malagasy people. Zely Arivelony Randriamanantany, Minister of Public Health, noted that once digital tools and systems are implemented, it will be possible to effectively monitor patient care and financial transactions.

This effort aligns with the Malagasy government’s goal to leverage digital technology for national development, as outlined in the 2023-2028 Five-Year Digital Strategic Plan, which aims to position the country as a significant player in Africa’s digital economy. In healthcare, the government intends to invest in human capital and governance, enhance access to care, and strengthen trust in the national health system.

According to the World Health Organization (WHO), this program could improve healthcare services and facilitate better decision-making through real-time data collection, storage, and analysis. The WHO’s 2024 report, “Health Data Digitisation in Africa: Unlocking the Potential,” emphasizes that a data-driven approach aids healthcare professionals in selecting appropriate treatments and supports policymakers in crafting effective health policies.
