In a significant development, Emmanuel Macron accused Russia of being a power destabilising Africa, while giving an interview to a media house on the sidelines of the Paris Summit. Continuing with his frontal attack on Russia, Macron said that Russia supports private militias that come to predate and commit acts of violence in Africa against civilian populations.  He specifically referred to the Wagner militia, which is believed to be a private army supported by Russia. However, Russia denies this charge.

The Kremlin dismissed these accusations, mentioning that it was developing constructive relations in Africa with the continent’s countries. Russia is developing with African countries friendly and constructive relations based on mutual respect, a Russian spokesperson from President Putin’s office said.

Since the start of its invasion of Ukraine, Russia has sought to strengthen its economic and diplomatic ties with Africa. At the end of July, Russia will be organizing a second Russia-Africa summit in St Petersburg. This is billed as a way of demonstrating its bonhomie with its African partners despite the conflict in Ukraine. A delegation of African heads of state also visited Russia last weekend. They advocated an end to the war for Vladimir Putin’s consideration.  They put forward several proposals. Kremlin, while appreciating their efforts, said that it was very difficult to implement.

Emmanuel Macron did not rule out the possibility of holding talks with Vladimir Putin if the opportunity arose and the conditions were right. But, he qualified that the resumption of dialogue was only possible if there was respect for international law, which is the only one that allowed people to live in peace. Analysts say the stand taken by Macron seemed to be signifying the intention of Western forces for holding a direct talk with Putin to find a solution to the long-drawn-out conflict.
