The eastern-based and Hafter-controlled Libya Development and Reconstruction Fund announced recently the signing of a technical MoU with Korea’s DAEWOO E&C.
The Libya Development and Reconstruction Fund said the MoU is based on its comprehensive national strategy, which includes the horizontal expansion of reconstruction projects in all cities and regions of Libya.
Belgasem Khalifa Haftar, Director General of the Fund, received a delegation from DAEWOO E&C (Engineering and Construction Company), which included its CEO, its General Manager, the company’s Regional Director in Libya, its Engineering Department Director and its Projects Manager.
The meeting, the Fund reported, included discussing ways of cooperation in the areas of infrastructure implementation, especially water and sanitation networks, construction, housing projects, roads, bridges, and public facilities.
DAEWOO E&C, the Fund added, presented its technical proposal in detail to develop infrastructure and new construction in the cities targeted by the Fund’s management in the coming period.
The technical memorandum of understanding includes cooperation in various programs and projects that serve the plan of the Libya Development and Reconstruction Fund, which is scheduled temporally and spatially.

The two parties also conducted a field visit to some sites witnessing ongoing work in the city of Benghazi to determine the work mechanisms followed in general. After this visit, the Fund reported, the Korean side praised the efforts made by the Fund’s management in developing the city of Benghazi and the rest of the cities and regions included in the current reconstruction strategy.
