Libya disintegrated into political turmoil and conflict after the downfall of its long-time leader Muammar Gaddafi in 2011 which culminated in the siege of the Libyan capital Tripoli which began in April last year. A breakthrough peace agreement was achieved last month at a meeting presided over by Ms. Williams of five senior commanders from either side, at a meeting in Geneva.
Talks were held in Tunis last week to set up an executive authority capable of organizing elections and implementing political, economic and military reforms. Ms. Williams added that it is proposed to plan a separation of powers, with a new Presidency Council, and a Government of National Unity led by a Prime Minister. The talks held in Tunis she said reflected the will of the Libyan people, to create a road out of the current crisis, through a credible, inclusive, and democratic election. The members of the new executive will be having to disclose their assets and to formally commit to the democratic process and the deadline for elections. However, the UN official cautioned against the vested interests who are seeking to block progress and undermine the peace process.
