Liberia Launches National Effort to Revive Rural Mobile Networks and Bridge Digital Divide

Liberia has initiated a comprehensive nationwide campaign to reactivate inactive rural mobile network sites, aiming to reconnect marginalised communities and enhance digital inclusion.

On May 5, 2025, the Universal Access Fund (UAF), in partnership with the Ministry of Posts and Telecommunications and the Liberia Telecommunications Authority (LTA), commenced the restoration and maintenance of rural telecommunication base stations across the country.

A review conducted in March revealed that nine of twelve network sites located in remote regions had been non-functional for up to two years, cutting off thousands from essential mobile connectivity. Restoration efforts will begin in phases across Bomi, Gbarpolu, and Grand Cape Mount counties, led by a team of government officials, telecom technicians, and engineers.

These network towers were originally constructed in underserved areas where commercial telecom providers had limited financial motivation to invest. “Telecom firms naturally focus on profitable urban markets, leaving rural zones without service. Since licensing and spectrum fees are already steep, the LTA cannot legally compel operators to extend coverage to low-profit areas,” the UAF stated.

For this rural telecom initiative to succeed long-term, the government must emphasise sustainable infrastructure planning, ensure consistent funding, and perform regular maintenance, especially in off-grid areas lacking reliable electricity. With only 7.6% of rural residents having access to power, according to a World Bank-supported GOGLA report, improving energy availability is crucial.

Moreover, protecting these installations from theft and vandalism will be vital to maintaining service continuity. By restoring both voice and internet services, the initiative supports the government’s broader goal of achieving equitable access to communication across all regions of Liberia.
