President of Kenya, William Samoei Ruto, called the Security Council dysfunctional, undemocratic, non-inclusive, and unrepresentative and underscored the need for massive reforms to make it relevant to the present day.

Addressing the General Assembly recently during the high-level week, Ruto said that in the present form, the Security Council was incapable of delivering meaningful progress.  The rampant impunity of certain actors on the global scene was an example.

Ruto also urged the UN to deliver an appropriate framework to facilitate the deployment of Multinational Security Support as part of a holistic response to Haiti’s challenges. He called on the Security Council to contribute positively by approving a resolution under Chapter Seven that tailors the security support mission to the specific needs of Haiti and its people.

An ongoing socioeconomic and political crisis in Haiti has been marked by rising energy prices due to the 2022 global energy crisis. The country is plagued with protests, civil unrest, and outbreaks of epidemics. Haiti’s then-president, Jovenel Moïse, was assassinated on 7 July 2021 and Ariel Henry assumed the office of acting prime minister on 20 July. In September 2022, Henry announced that the government would be ending fuel subsidies and that the price of petroleum products would be increasing; this led to protests, including a demonstration in Port-au-Prince that escalated to a riot days later. Of late, a powerful gang in Haiti has opened fire on a large group of parishioners led by a pastor as they marched through a community armed with machetes to rid the area of gang members. Two telecommunication companies in Haiti say their fiber optic cables were severed this week, temporarily leaving customers without service.
