Kenya proposes to expand Defence cooperation with UK

  • A new defence cooperation agreement (DCA) between Kenya and the United Kingdom that will include the fight against terrorism, organised crime and human trafficking has been presented to the Kenyan Parliament for ratification.

A new defence cooperation agreement (DCA) between Kenya and the United Kingdom that will include the fight against terrorism, organised crime and human trafficking has been presented to the Kenyan Parliament for ratification. The draft agreement has been already cleared by the Attorney General and the National Security Council.

 The Kenya Defence Forces (KDF) has an existing agreement of cooperation with the UK forces that primarily focuses on defence industry, training support and exchange of students in military institutions.

According to the Defence Cabinet Secretary Aden Duale, the existing deal is narrow and does not exploit the full potential of the collaboration. The proposed new agreement includes many more areas of cooperation such as security and defence policy, peacetime military activities, environmental protection, military sports, military medicine, counter-piracy and research and development. Additionally, it also covers mapping and survey and exchange of geographic materials and other areas of mutual interest.

In the area of military training, the draft agreement includes military exercises, staff talks and technical meetings, and the exchange of teaching and training personnel as well as students from military institutions.

It also provides for setting up an inter-governmental liaison committee comprising representatives of the two states, who have the power to settle all disputes arising out of the implementation of the agreement.

The UK has also provided extensive training to more than 600 KDF personnel for deployment in the African Union Mission in Somalia (AMISOM).
