The Office of the Data Protection Commissioner (ODPC) of Kenya has announced an ambitious plan to boost public awareness of data protection rights and practices. The initiative is designed to build a deeper understanding of data protection among Kenyans, ultimately leading to stronger compliance with existing laws and regulations. The strategy was highlighted as part of the ODPC’s newly launched 2025–2029 Strategic Plan.

Speaking at the launch event held at Dedan Kimathi University of Technology, Cabinet Secretary for Information, Communication and the Digital Economy, William Kabogo, hailed the strategy as a transformative milestone. He emphasised its importance in protecting the digital rights of Kenyans and enhancing the security of personal data in the digital space.

“The link between digital transformation and data protection is undeniable,” stated CS Kabogo. “My ministry is fully committed to strengthening data governance structures in Kenya. We are resolute in our efforts to ensure that personal data is safeguarded at every interaction point.”

Kabogo also stressed the broader implications of the strategy, noting that its successful implementation would significantly elevate Kenya’s status as a regional and global technology hub. He pointed out that the move would boost investor confidence and open up new international markets—particularly in Europe—for local enterprises operating in fintech, healthcare technology, and digital services. “This strategy will position Kenya as a premier destination for digital innovation and a reliable source of skilled digital professionals on the global stage,” he added.

Data Commissioner Immaculate Kassait disclosed that the implementation of the strategy is projected to cost Sh12.64 billion over the next five years. While funding will partly come from the National Treasury, Kassait noted the need to collaborate with industry stakeholders and explore alternative funding options. “As the financial landscape tightens, we must adopt sustainable financing mechanisms. We’ll prioritise project-based funding and partner with both local and international industry players,” she explained.

In a related development, CS Kabogo also presided over the opening of a new regional data protection office in Nyeri. This office becomes the eighth regional hub aimed at decentralising data protection services across the country. According to Kabogo, this expansion is a critical part of the government’s digital transformation agenda and aims to bring essential data protection services closer to citizens. “Our goal is to establish 13 regional offices nationwide and integrate our services into all Huduma Centres, in line with the Fourth Medium Term Plan and the Nanyuki Cabinet Resolution of 2023,” he stated.
