Benin is transitioning to a digital public procurement system to streamline procedures and promote transparency. Announced during the April 9, 2025, Council of Ministers meeting, the initiative is a key component of broader reforms aimed at enhancing governance and curbing corruption.
To support this digital transformation, the government has updated procurement laws and launched a dedicated online portal, offering open access to tenders and submissions. These reforms are expected to benefit both government entities and suppliers by increasing efficiency and reducing opportunities for corruption.
As part of the modernisation efforts, Benin has enacted a Public-Private Partnership (PPP) law and established two regulatory bodies—the National Directorate of Public Procurement (DNMP) and the National Commission for Public Procurement Regulation (CNRMP)—to oversee procurement processes.
The push for digital transformation aligns with Benin’s commitment to improve public service delivery and attract foreign investment. Although significant progress has been made, including an improvement in the Corruption Perception Index from 43 in 2023 to 45 in 2024, authorities acknowledge that further efforts are needed to reinforce institutional frameworks.
