Digital Transformation as a Strategic Driver for the Modernisation of Mali’s Public Administration

Digital transformation has become a central pillar in Mali’s strategy to overhaul and modernise its public administration. By rethinking how public services are designed and delivered, the Malian government seeks to improve institutional efficiency, increase transparency, and make essential services more accessible to citizens. This strategic initiative aligns with the broader vision of modern governance, emphasising the use of digital technologies to reinforce state performance and strengthen public trust.

As part of this modernisation effort, Mali is preparing to implement two key digital platforms aimed at streamlining and enhancing administrative functions: a civil status management system and an integrated human resources management platform. These systems were officially presented to the national steering committee overseeing the digital transformation of public services on Tuesday, June 10, marking a significant milestone in the country’s ongoing reform process led by its highest political authorities.

The first of these platforms is a comprehensive civil status management software developed through a collaboration between the National Agency for the Security of Civil Status Documents and the Civil Status Data Processing Center. This system is designed to digitise and simplify the entire lifecycle of civil documentation, including birth certificates, marriage licenses, and death records.

By making the platform accessible through both computers and mobile devices, the government aims to reduce bureaucratic delays and minimise in-person interactions. Citizens will be able to consult and authenticate their documents online, a major step forward in eliminating cumbersome, time-consuming administrative processes that have historically affected service delivery.

The second digital tool focuses on public sector workforce management. The integrated human resources management system seeks to consolidate and centralize all data related to employees of state institutions and local government bodies. The objectives of this platform are threefold:

  • Enhance oversight and control of public service staffing,
  • Promote transparency in career development and HR practices,
  • Enable better forecasting and planning of human resources needs.

 

This initiative is expected to significantly reduce redundancies, prevent fraud, and support evidence-based policymaking regarding public employment.

These two systems are part of a larger ecosystem of digital tools introduced under the leadership of President of the Transition, General Assimi Goïta, who has championed administrative modernization as a national priority. Other key initiatives include:

  • An integrated platform for managing foreign trade operations,
  • A refinancing system for decentralised financial institutions, known as “N’GNA SÔRÔ!”,
  • A digital platform for managing tanker truck tonnage certificates, developed by the Malian Metrology Agency.

Each of these tools contributes to a cohesive strategy aimed at increasing administrative efficiency, reducing corruption, and aligning Mali with global digital governance standards.

These modernisation efforts are already yielding visible results. According to the 2024 United Nations e-Government Development Index, Mali now ranks 141st out of 193 countries, marking a tangible improvement compared to previous years. While challenges remain, this upward trend highlights the country’s commitment to catching up with more digitally advanced nations and closing the digital divide within the African continent.

Mali’s digital transformation is more than a technological shift; it is a comprehensive policy agenda designed to revitalise public administration, enhance service delivery, and restore citizen confidence in the state. Through sustained political will and targeted digital investments, the country is laying the groundwork for a more transparent, inclusive, and efficient government.
