Russia has shown interest in establishing a strategic partnership with Morocco to aid in the implementation of “Digital Morocco 2030,” a national initiative aimed at modernising the economy and administration through advanced technology.
Prior to the GITEX Africa 2025 tech expo in Marrakech, set for April 14 to 16, Russia’s trade representative in Morocco, Alexei Andreyev, stated that his country could make significant contributions to this initiative. He emphasised Russian expertise in areas such as AI, cloud computing, cybersecurity, automated management systems, telecommunications, and smart transportation.
“Russia provides more than just software; it delivers a comprehensive digital ecosystem that enhances technological sovereignty and promotes sustainable growth,” Andreyev noted. He also underscored Moscow’s dedication to fostering digital education and training in Morocco. Unlike the rigid licensing frameworks of Western models, he argued that Russian solutions prioritise adaptability and responsiveness to local needs.
Looking beyond Morocco, Andreyev remarked, “In an era where data is the most valuable asset, Russia aims not to control it, but to empower African nations to manage and utilise it independently.” To this end, Russian companies are proposing local server hosting, the development of tailored digital solutions, and close cooperation with local enterprises. Andreyev views these components as vital for countries seeking enhanced technological sovereignty.

This proposal aligns with Russia’s broader economic shift toward Africa. In November 2024, Russian Foreign Minister Sergey Lavrov announced that trade between Russia and Africa had hit a record USD 24.5 billion that year.
