Casablanca has earned a spot among the world’s 40 emerging cities with rapidly growing tech ecosystems, according to the 2025 Global Tech Talent Guidebook published by CBRE, a global leader in commercial real estate and investment services. The report highlights the Moroccan city’s accelerating transformation into a prominent technology hub in North Africa, citing its skilled workforce, supportive infrastructure, and expanding homegrown tech industry as key factors behind its rise.

As Morocco’s financial and commercial capital, Casablanca is strategically positioned at the crossroads of Europe, Africa, and the Middle East. This geographical advantage, combined with the city’s advanced telecommunications infrastructure, has enabled it to become a pivotal gateway for global tech operations and connectivity across continents.

One of Casablanca’s core strengths lies in its abundant pool of highly skilled tech talent. The city benefits from a robust educational ecosystem that includes world-class universities and technical institutes, which consistently produce graduates proficient in critical areas such as software development, artificial intelligence (AI), and data analytics. These institutions are closely linked with industry partners, ensuring that graduates are well-prepared to meet the demands of modern tech roles.

CBRE’s report also emphasised the pro-business environment cultivated by Moroccan authorities, including targeted government incentives aimed at attracting foreign direct investment (FDI) and fostering innovation. These initiatives have not only drawn multinational technology firms to Casablanca but have also helped fuel the growth of a vibrant local startup ecosystem, supported by a network of incubators and accelerators that nurture entrepreneurial talent and innovation.

The selection of Casablanca among the 40 emerging markets was based on a comprehensive evaluation of factors such as:

  • A thriving culture of startups, scale-ups, and innovation hubs
  • Government policy frameworks that promote investment and technology adoption
  • Integration with key sectors of the local economy that stimulate innovation
  • High quality of life to attract mobile tech talent and digital nomads
  • A strong education system aligned with industry needs

Other emerging markets named in the report include notable cities across the Middle East and Africa, such as Dubai (UAE), Accra (Ghana), Cairo (Egypt), and Johannesburg (South Africa). Globally, cities like Las Vegas (USA), Lille (France), Leipzig (Germany), and Fukuoka (Japan) were also recognized for their growing potential in the tech sector.

The 2025 Global Tech Talent Guidebook assessed 115 global markets, categorising them into three tiers:

  1. Powerhouse Markets – 12 major urban centers with large, mature tech talent pools, robust ecosystems, and global influence.
  2. Established Markets – 63 cities with strong regional impact, stable ecosystems, and access to investment, though smaller in scale than powerhouse markets.
  3. Emerging Markets – 40 rapidly growing cities, including Casablanca, that exhibit high potential due to dynamic startup activity, strong talent pipelines, and favourable business climates.
