BP and Libya’s National Oil Corporation Partner to Explore Redevelopment and Expansion of Sarir and Messla Oilfields

BP has entered into a Memorandum of Understanding (MoU) with Libya’s National Oil Corporation (NOC) to jointly explore the potential for revitalising two of Libya’s most significant oilfields — Sarir and Messla — located in the Sirte Basin. This initiative aims to assess the prospects for redevelopment of these mature, high-capacity fields, which have played a central role in the country’s oil production history.

As part of the agreement, BP will collaborate with NOC to analyse a broad range of technical data to determine the viability of reactivating and optimising operations at these sites. Beyond the existing fields, the partnership will also investigate the potential of surrounding areas for new oil exploration, as well as examine Libya’s wider unconventional oil and gas resources — an area that remains largely untapped.

This collaboration marks a renewed commitment by BP to support the development of Libya’s energy sector and contribute to the stability and growth of the country’s oil production capabilities. William Lin, bp’s Executive Vice President for Gas & Low Carbon Energy, emphasised the significance of the partnership, stating:

“This agreement reflects our strong interest in deepening our partnership with NOC and supporting the future of Libya’s energy sector. We hope to apply BP’s experience from redeveloping and managing giant oil fields around the world to help optimise the performance of these world-class assets. We look forward to conducting thorough studies, working closely with NOC, to evaluate the resource potential of this promising region.”
