In a significant step toward revitalising Angola’s agricultural sector, the Government has approved the expenditure of more than 6.4 billion kwanzas for the rehabilitation and recovery of critical infrastructure supporting rice production in Norte province.
According to a presidential order, this investment will not only cover infrastructure repairs but also support the restoration of irrigation systems and dams essential for efficient water management in the region. The decision authorises the initiation of the public procurement process and assigns the responsibility for implementation to the Ministry of Agriculture and Forestry.
The Government emphasised in its official statement that this measure is part of a broader strategy to enhance national food security. By accelerating grain production, the initiative aims to stimulate rural development, generate employment opportunities, and increase income levels for smallholder farmers, as well as medium- and large-scale agricultural producers. The initiative also reflects the state’s commitment to expanding both agricultural and forestry production across the country.
The restoration of Luinga’s agricultural infrastructure is viewed as both necessary and urgent, with the Government highlighting the need to leverage existing but currently non-operational facilities. Rather than creating new systems from scratch, the project seeks to maximise the potential of what is already in place, thereby ensuring faster implementation and cost efficiency.

This project will be officially incorporated into the 2025 State Budget and Public Investment Program (PIP), taking the place of the Waku Kungo Irrigated Perimeter Rehabilitation Project (Mutumbo). Oversight and execution responsibilities have been formally delegated to the Minister of Agriculture and Forestry, marking a clear directive for swift and strategic action.
