Afreximbank and Shelter Afrique Partner to Unlock USD 1 bn for Housing and Urban Infrastructure in Africa

The African Export-Import Bank (Afreximbank) and Shelter Afrique Development Bank (ShafDB) have signed a Joint Project Preparation Facility (JPPF) Framework Agreement during the Intra-African Trade Fair (IATF2025) in Durban. This collaboration aims to mobilize over USD 1 billion in investments across Africa, particularly in housing, urban development, and logistics infrastructure such as industrial zones and special economic zones. The agreement was signed by Oluranti Doherty of Afreximbank and Thierno-Habib Hann of ShafDB.

The JPPF will provide early-stage financing to transform project ideas into bankable ventures, encouraging private sector investment and socio-economic progress. Doherty emphasized the importance of capacity building for sustainable project pipelines, while Hann noted the partnership addresses two major challenges: lack of reliable data and insufficient project preparation. He also highlighted ShafDB’s VIRAL model, which helps generate actionable insights for urban development.

 Both institutions are members of the Alliance of African Multilateral Financial Institutions (AAMFI), demonstrating their joint commitment to the continent’s development. The announcement coincides with IATF2025, where deals worth over $44 billion are expected.
