In order to ensure the quality of education, Higher Education Council of Rwanda has announced that it plans to introduce tough requirements on all higher learning institutions and investors. Director-General of the Higher Education Council (HEC), Dr. Rose Mukankomeje said that the decision was taken after the council carried out inspections on some institutions.
The council will soon release the regulatory requirements to be followed by new private universities and even those already in operation. The regulatory framework will be much stricter. Recently, the Ministry of Education closed three private universities. Christian University of Rwanda and Indangaburezi College of education were this month closed for alleged administrative challenges that compromised the quality of education.
The new regulations will make it mandatory for private investors to use equity financing instead of bank loans to open up private universities.
Currently, these institutions completely depend on student tuition fees for servicing their loans and paying salaries creating uncertainties. Under the revised regulations, an investor who plans to set up a university will have to present a sustainable financial capacity plan to pay staff for a given period without entirely depending on loans and student tuition. Additionally, private universities will be required to operate from their own facilities.
According to media, all higher learning institutions in the country have been asked to submit proof of their financial sustainability to the Higher Education Council (HEC) by August 15 or risk closure.
