would be permanently located.
The African Petroleum Producers Organization (APPO) will relocate the headquarters to Brazzaville, Republic of Congo from Abuja, Nigeria, where it is temporarily located. The headquarters was temporarily moved to Abuja in 2018 upon Nigeria assuming the Presidency of the organization with a mandate to execute the approved reform program of the organization.
The Council of Ministers of APPO member-countries approved the recommendation to move the headquarters to Brazzaville, where it would
be permanently located. APPO also approved the new Host Country Agreement between the Republic of Congo and APPO. The Secretary
General of the Organization, Dr. Omar Farouk Ibrahim, has been authorized to sign the agreement on behalf of the organization.
The Council of Ministers laid down new Minimum Requirements for the hosting the Headquarters. The hosting right of the headquarters was opened to all member countries interested to bid for it. Countries like Nigeria, Egypt, Equatorial Guinea and the Republic of Congo
indicated interest in hosting the headquarters. All other countries except the Republic of Congo withdrew their application.
Congo was given the right to host the headquarters after the visit of a ministerial delegation to evaluate the extent of compliance by Congo with the Minimum Requirements. The delegation was satisfied about the compliance benchmark of the host country. The Council of Ministers also decided to postpone the planned first ever Summit of the Heads of State and Government of APPO member countries, which was earlier scheduled to be held in Brazzaville in 2020, to a future date in 2021.
