Rwanda finalises new national climate Plan

Ahead of COP-26, The Conference of Parties the apex decision-making body of the United Nations Climate Change Framework Convention (UNFCCC) Rwanda claims that it has become the first African country to submit a new national climate plan of $11 billion. The 26th session of the COP was scheduled to take place from 9-19 November 2020, in Glasgow, UK but was postponed to 2021.

According to Rwanda’s new climate plan to fight climate change through 2030, out of the total outlay, the cost for mitigation measures is estimated at around $5.7 billion, and over $5.3 billion for adaptation priorities. Rwanda’s mitigation measures target a 38 percent reduction in gas emissions equivalent to 4.6 million tonnes of carbon dioxide in 2030. The emissions include carbon dioxide, methane nitrous oxide, hydrofluorocarbons from the sectors of energy, industrial processes, waste, and agriculture, forestry and others.

The 24 adaptation interventions cover eight sectors of water, agriculture, land, and forestry, human settlement, health, transport, and mining. It is also reported that the Rwanda Green Fund (FONERWA), will continue to play a key role in funding low carbon projects and programs. However, the full implementation of the strategic mitigation actions depends on the support of international stakeholders

Rwanda is already facing the consequences of a warming planet. The country has been experiencing frequent and long droughts, severe floods leading to landslides. According to reports, the average temperature in Rwanda has increased by 1.4°C since 1970. Climate experts warn that If no corrective action is taken, the average temperature in Rwanda will rise by 2.5°C by the middle of the century.
