Egypt Achieves Highest Primary Surplus in FY 2025

According to the Ministry of Finance’s monthly report, released in late November, Egypt’s overall budget deficit was reduced by approximately EGP 97 billion, accounting for 1.3% of GDP from July to October 2024-25, compared to 3.93% of GDP in the same period of the previous fiscal year.

Egypt achieved the highest-ever primary surplus, reaching EGP 170 billion during FY2024-25. This is contained in a statement released by the Egyptian Cabinet, marking a significant improvement compared to the EGP 60.8 billion recorded in FY2023-24. This works out to nearly three times the surplus of the previous fiscal year.

According to the Ministry of Finance’s monthly report, released in late November, Egypt’s overall budget deficit was reduced by approximately EGP 97 billion, accounting for 1.3% of GDP from July to October 2024-25, compared to 3.93% of GDP in the same period of the previous fiscal year.

This resulted in a new deficit figure of 2.65% of GDP, reflecting the government’s continued efforts toward fiscal discipline and economic stability. The surge in Egypt’s primary surplus is largely driven by a substantial increase in tax revenues, which grew by 38.3% between July and October 2024-25.

This marks the highest tax revenue growth rate in two decades, underpinned by a broad-based increase in tax collections across all categories.  The introduction of automated tax systems has significantly improved tax collection efficiency, expanded the tax base, and strengthened overall revenue management.
