Morocco and Spain have signed a bilateral agreement that enables the mutual recognition and exchange of driver’s licenses between the two countries. The revised agreement looks to simplify the process for Moroccan residents in Spain to exchange their Moroccan licenses for Spanish ones.
The agreement was reached during the Government Council’s weekly meeting chaired by Aziz Akhannouch. The session included a sectoral presentation and a discussion of several legislative proposals. One of the key decisions was the approval of a new agreement between Morocco and Spain regarding the mutual recognition and exchange of driving licenses. The revised agreement looks to simplify the process for Moroccan residents in Spain to exchange their Moroccan licenses for Spanish ones.
Notably, Moroccan drivers will no longer be required to take the theoretical driving exam, making the process faster and more efficient. In practice, Moroccan drivers will be able to exchange their licenses for their Spanish counterparts. But for certain categories, including C, C+E, D, and D+E licenses, which cover buses and trucks, drivers will be required to pass a practical test to maintain high road safety standards.

In March, Morocco and Italy signed in Rome an agreement on the mutual recognition of driver’s licenses for conversion. It aims to remove obstacles faced by Moroccan residents in Italy when converting new-generation driver’s licenses through Italian registration services.
The signing of the Spain-Morocco agreement reflects the stable and strengthening bilateral relations, with the two countries having expressed a shared desire to expand their ties. It is expected to particularly benefit Moroccan residents in Spain.
