President of the Central African Republic, Faustin-Archange Touadéra, has delivered the new constitution draft to the campaign organizers ahead of the referendum at the end of the month. The minister for Youth and Sport claimed the new constitution was the first that has not been imposed on the country.
If approved, the new constitution removes the limit of two terms to the president, allowing the president to run for a third term in office. The new constitution will be submitted to a referendum on July 30th.

In the meantime, a UN expert said recently that the constitutional referendum in the Central African Republic could complicate the country’s human rights situation. He urged authorities to prevent, including on social media, a surge of hate speech and violence before, during and after the vote. The UN expert said his consultations with different stakeholders revealed that the referendum raised political, security, logistical, technical and financial concerns. The UN expert said the new draft constitution must establish guarantees of non-recurrence of violence and strengthen social justice and peace efforts.
