Aggression and violence have reached worrying levels in South Africa according to Minister of Police Bheki Cele. The Police statistics show that in three months, between July and September, 7,000 people were murdered and 10,000 women raped. Murders jumped by 14%, car-jackings 24%, and kidnappings doubled.

The South African Government has promised to deploy 10,000 new officers by Christmas after the surge in violent crime. Security experts say that the rise in crime rate is not of a recent origin. It started rising over a decade ago and has continued to worsen, reflecting the failure of Government efforts to control crime. They point out that South Africa has a large criminal justice budget of around R140, R150 billion ($8.8 billion) annually. The 180,000-strong South Africa Police force is not able to use the large resources effectively to bring the perpetrator to justice.

According to reports, at least five government-sponsored commissions of inquiry or panels of experts have reviewed the issue over the last ten years. The experts have urged the government to look into their recommendations and implement the necessary changes to make the force effective. The security experts called for a new rethink starting with the rejuvenation of the top management of the South African police service and felt that the management structure was at war with itself.
