For the forthcoming elections in December, Tunisian President Kais Saied has announced new changes in parliamentary voting process. He stated that the voting will be held in two rounds. Departing from the earlier practice, people will cast their vote for individuals rather than lists. He added that an Independent Electoral Commission (ISIE) would overview the elections. The composition of the electoral commission will also undergo change hinting at his plan to change some of its members. The statement indicates his intention to go ahead with the political changes he wanted even without the consensus from the key players.
The tension between the President and the Assembly of representatives of the people have been mounting for some time. The tension culminated in a crisis on 25 July 2021, after Saied announced the dismissal of the government and the freezing of Parliament. Since then Saied has been ruling by decree resisting pressure to restore democracy.The political crisis further deepened last week when a majority of members of parliament held an online session to revoke Saied’s decrees. Saied responded by dissolving parliament which opponents called as a ‘coup’.
He had earlier promised to form a committee to rewrite the constitution, put it to a referendum in July and then hold parliamentary elections in December. Later, he said he is willing to hold dialogue on political reforms only with select people. The opposition parties have stated that Saied cannot restructure the political system unilaterally and have threatened to boycott elections and referendum. They point out that according to the constitution, Saied should call elections within three months, not in December.
