South Africa’s Communications and Digital Technologies minister Stella Ndabeni-Abrahams met with senior executives in her department recently to discuss the performance agreement of her ministry with President Cyril Ramaphosa. The agreement lists out a number of mandatory targets which Ndabeni-Abrahams is expected to meet within the next years regarding access to the internet services.

The performance agreement with the president is a legally binding document for measuring the success of the department. Targets in the agreement stipulate, among other things, that 80% of the population must have access to the internet by 2024; roll out of 5G by 2021 December, reducing the cost of data and strengthening regulatory framework.

The South African government is on a war footing to bring the country out of the recessionary phase since 2008, which got accentuated by the onset of the pandemic. Several reform measures were spelt out in the recent times to take the country out of woods; but progress has been tardy as evidenced by repeated downgrading by rating agencies. Green shoots of growth are now seen in the economy since the performance in the last quarter had bucked the trend. Yet, it is too soon to predict that the country has bounced back.
