The economic reconstruction and recovery plan for South Africa presented by President Cyril Ramaphosa to parliament on 15 October, laying out the government’s plan to help restore South Africa’s economy and timeframes for doing so has evoked varying responses from the business and public.
A major highlight was the creation of 875,000 jobs in the 2020-21 financial year. The plan has laid out steps for increasing that further in 2021-22 and 2022-23.
It is expected that 50,000 new opportunities in environmental programs and 14,000 new opportunities in community forestry will be created to create jobs at the grassroots level. The plan also envisages creation of 25,000 new opportunities in municipal infrastructure maintenance. Rural road maintenance will absorb 37,097 people, while 32,663 will be employed in public employment in cities.
More people are going to be employed in the education sector. Over 300,000 opportunities for teaching and school assistants and the protection of 44,933 vulnerable teaching posts are part of the plan. In the high tech sector, the government plans to expand the Business
Process Outsourcing (BPO) incentive to create 8,000 jobs in global business services.
Support to the small sector, particularly 74,626 small-scale farmers to expand production and access markets; support for 34,070 livelihoods in the creative, cultural and sporting sector (including grant funding and protection of vulnerable posts in cultural institutions), support to 5,000 young entrepreneurs and micro-enterprises, support for 111,142 livelihoods in early childhood development etc are the other components of the rejuvenation plan.
